The intersection of artificial intelligence and the use of lethal force forces us to confront questions that are at once technical and profoundly moral. Targeting algorithms are not neutral instruments. They embed design choices, data biases, and value judgements that determine who is visible to a sensor suite and who remains invisible. When those choices determine life and death they cease to be engineering curiosities and become moral technologies.

One immediate ethical dilemma concerns accountability. Modern targeting chains are socio-technical: they combine sensors, models, human analysts, commanders, and political authorities into distributed decision systems. When a targeting error occurs it is rarely possible to point to a single failing human mind. The risk is that responsibility becomes diffused or displaced onto the ‘‘human in the loop’’ who, by design or circumstance, functions as the system’s moral crumple zone, absorbing blame despite having limited capacity to understand or override complex algorithmic behaviour. This structural mismatch between distributed control and individual liability undermines both justice and deterrence.

A second dilemma is opacity. Many modern AI models that assist in target detection and classification are black boxes by default. Legal review of new weapons systems, and the ethical requirement of meaningful human judgement over the use of force, presuppose that humans can inspect and evaluate the reasoning behind a targeting decision. Where AI obscures that reasoning, traditional modes of legal and moral review — the Article 36 weapons review and battlefield legal counsel — are strained. If a system cannot offer an interpretable rationale that a human reviewer can evaluate, then certifying its compliance with distinction and proportionality becomes problematic. A third dilemma is bias and misgeneralization. Algorithms learn from data. In practice this can mean systematic misidentification of particular demographic groups or behaviors as hostile. The consequences are not merely statistical. They are distributive and moral: certain communities may be more likely to be surveilled, targeted, or struck. Civil society organizations and legal scholars warn that without explicit safeguards these systems will amplify existing injustices rather than correct them.

Temporal compression and speed introduce a fourth dilemma. AI can detect patterns and propose actions at machine timescales far faster than human cognition. In high tempo engagements this creates pressure to delegate critical functions to algorithms or to compress human decision windows to the point where genuine moral deliberation is impossible. The choice then becomes one between slower, deliberative judgement with higher human control and faster action that may improve tactical outcomes but sacrifices moral reflection. That trade-off is not resolvable by technical tinkering alone. It requires explicit normative decisions about acceptable risk, acceptable error rates, and who bears the consequences of those errors.

Real-world incidents illustrate these abstract concerns. The chaotic withdrawal from Kabul in August 2021 culminated in a strike that was initially described as neutralizing an imminent ISIS-K threat but which later investigations and internal military reviews concluded likely killed a number of civilians, including children. The episode shows how confident automated or semi-automated targeting conclusions combined with pressure and imperfect intelligence can produce tragic, irreversible results — and how difficult it is afterwards to attach responsibility or to reconstruct the precise chain of reasoning that led to the strike. Such events do not prove that AI must never be used. They do insist that AI use in targeting cannot be treated as a mere efficiency improvement without profound legal and ethical safeguards.

There is also a systemic political dilemma. States worry about ceding military advantage if they accept strict limits on autonomy. Non‑binding initiatives and policy statements have proliferated in recent years as governments seek to set norms for responsible military AI use, while civil society groups push for preemptive bans on fully autonomous lethal weapons. The United States, for example, advanced a multilateral initiative in early 2023 intended to promote responsible military use of AI and to emphasize human control. These policy efforts reflect a tension between operational imperatives and the attempt to build global norms that preserve fundamental humanitarian principles.

What, then, are practical steps that can reduce ethical harms without naïvely freezing innovation? First, require meaningful human control in practice not only in rhetoric. This entails clear requirements about information quality, the temporal opportunity to intervene, and demonstrable understandability of the algorithmic outputs during the relevant decision window. Second, mandate rigorous, public‑facing standards for testing, red‑teaming, and independent audits of targeting models against diverse datasets and realistic operating conditions. Third, reform accountability frameworks so that responsibility maps onto the distributed nature of modern systems: procurement officers, commanders, developers, and operators must all be accountable in proportion to their causal influence and decision authority. Fourth, prioritize explainability and bounded autonomy: prefer architectures where AI provides recommendations with probabilistic confidence and traceable features rather than inscrutable end‑to‑end decisions. Finally, strengthen international cooperation on common standards and incident reporting, so accidents and near misses inform collective improvement rather than institutional silence.

These are partial remedies to deep normative problems. They do not erase the moral hazard that flows from automating lethal judgement. The ethical core remains philosophical: do we accept the delegation of life and death decisions to processes we cannot fully understand, justify, or litigate? If the answer is yes in some limited contexts, then those contexts must be tightly circumscribed, transparent to independent review, and subject to clear chains of responsibility. If the answer is no, then some classes of autonomy — those that select and engage individual human targets without meaningful human oversight — should be refused on principle.

We are not merely engineers tuning false positives. We are stewards of moral technologies. The measure of our success will not be how many targets an algorithm correctly labels in a dataset. The measure will be whether, in deploying these systems, we preserve the human capacities to judge, to be held accountable, and to mourn. Without that, we risk a battlefield in which efficiency has triumphed over ethics and in which machines bear the marks of our moral abdication.
